This is true.
Only game executives think this way. They want their product to appeal to as many people as possible, which should equate to the most amount of revenue gained for them; that's why you saw so many COD rip-offs after Modern Warfare became so popular. What most executives didn't realize is that people already had COD, and copying the model set out by Activision meant an over saturation of the market.
If you're ever wondering why people root for the indie darling, it's because people want game executives to take notice and bring back the "good old days" where there was a wide range of games. Personally, I don't think that will ever happen, and we're just going to have a lot of major companies trying to play trend setter/trend upsetter while smaller studios are slowly driven out of business, or bought out by larger production companies after they make a decent game.
Numbers don't lie, but I don't think it's much of a conscious decision. There's plenty of games I don't buy, but I'm not individually looking at them all and thinking "nope, I won't buy it for X reason".
I really don't care about what the protagonist is if they're a good fit for the game, but quality games are about getting you sucked into the experience. Facing a largely male audience, a female lead is an obstacle in that, because it's harder to self imprint than on a male lead. Not to say it can't work. Plenty of great female leads like Bayonetta, Samus etc. but it is an obstacle, which is why the default character will always be male unless the grander audience of mainstream gaming becomes less of a majority male group, which I don't see happening any time soon
