The big problem with this is the assumption disabled lives are less than, not whether it was the woman's decision. Yes, genetic testing can spot Downs, but it cannot predict to what degree.
And as a health worker I can say when doctors catch wind of an imperfect baby, they do not assume you want to keep it, adding uncertainty to stressed parents who may want their child.
Seriously have we learned nothing from history? Eugenics doesn't work- it's pure idiocy wrapped in scientific-sounding gibberish. Anyone with even a basic understanding of genetics knows this.

Purebred dogs suffer from genetic disorders from the purebreeding. Mutts are genetically stronger.
This eugenics experiment has been going on for thousands of years. Can't get much more historical than that.
So yeah, eugenics gave us pugs, but they suck.
Pure bred dogs have such health problems because of inbreeding so that's not exactly a fair comparison.
How do you think they got the different breeds? How do you think your "genetically superior" humans will be made? As what eugenics is going for is not what evolution is going for (for if it was, we would already be well on our way), the only way to produce such beings whether dog or man is artificial genetic bottlenecking.
Just a heads up on how stupid this is, every time this happens in nature, it's very bad for that species.
But no, eugenicists, don't listen to actual genetic scientists who know what they are talking about and continue your call to alter beings to an arbitrary definition of "superior".
You've just sort of proved my argument there, the reason the different breeds are there is because specific traits were bred into the dogs for what they were going to be used for, then when people started having dogs as pets rather than work dogs the demand for the dogs increased which led to breeders purposely breeding closely related dogs, rather than owners of working dogs taking them to stud. This decreased the genetic diversity in the animals.
In the case of humans you only need 25 couples related further than the second degree to maintain genetic diversity to the point that genetic disorders will remain as rare as they are in the general population as is.
It's not really failures more like mistakes that people have made and have learned from. (I think) Nothing wrong with having mistakes at first.
Well cute (inbreed) toy dogs with hip problems are one example and another time this one guy wanted his army to have tall people but they each had a problem where the offspring would have a fragile skeletal system when they grew up.
There's a belgian blue cow that is highly buff and was breed through multiple generations of cow to produce double the beef. The problem with this cow is it has to eat 10x more food than what normal cows eat. (And that's alot that cows have to eat in a day).
But none of those things were selectively bred to be generally better, they were selectively bred to have one specific trait with no thought to any other effects that they may have had

I dare say this is a near perfect abort-law.
this actually seems really fair to me. It allows for some room so people aren't stuck with no solutions and being forced to live in poverty or with a a child with debilitating illness. and it also prevents people from using it as a form of birth control.
