Just out of curiosity how smart are pokemon? There are ones like mewtwo and lugia who seem to be even smarter than humans, ones like latias which are at the same level, and then just somw completely stupid ones. Or more appropriately they seem to follow the same intelligence growth as humans growing up, like some act like kids while some are more adult like. And if they have human intelligence or better then is it more of just a society problem or a species problem concerning romance? just want to know others thoughts

I always got the impression most of them at least are about human intelligence, with some a bit more, some a bit less, but all more or less qualifying as generally "intelligent." To go off the anon's answer, Meowth seems like an exception not in intelligence but in effort; seems like they'd all be capable of speech if they tried.
So to answer the romance question, since both parties would be intelligent I can't think of a logical reason it'd be bad, more just a social taboo.

Originally Pokemon were to be seen as animals that could understand commands like dogs do, with some exceptions like Rocket Meowth. Season one even had clips implying people ate pokemon like magikarp and farfetch'd. But they changed it as they gave pokemon more personality cuz it's ----ed up to eat your friends.

Seems like most have a human- level, or somewhere around. It seems to portray some as hyper intelligent though, and some as very stupid. I suppose it depends on the pokemon.
