She's 26 too, but because of her Slipstream accident she's skipped a significant amount of time, she served in Overwatch alongside Pharah's mother and Pharah is currently 32, meaning that unless Tracer was an infant when a part of the early days of Overwatch. (again don't quote me on any of this, I'm trying to recall from memory without researching first because I'm a lazy ****)
