Oh, they're official, they just don't make any sense. Case in point, Deku, the kid with One for All, has absolutely bottom strength and speed. They don't make any sense. It lists Hagakure, Invisible Girl, as having higher strength than Deku.

So yeah, the stats may be official, but they are basically meaningless.

Major difference being Flash mastered his speed and using it is only a matter of effort. Deku doesn't rely on his quirk all the time, and listing his strength and speed relatively high would create confusion among the times when he relies on his normie skills i.e Why judo throw Bakugo when he could just punch a hole inside him?

Hagakure is Invisible Girl.

And remember: Deku only started working out at the beginning of the series. He never grew up with a quirk and was lacking in confidence, so he didn't have much of an incentive to work out compared to people who definitely knew what path they wanted the moment their abilities manifested. Logically, it makes sense that he doesn't compare to people who've been training their entire lives even at this point in the series. The only edge he has is that he's put in an extensive amount during a point where his metabolism is the fastest, making it possible for him to catch up for people who've been sticking to the same regimen for years.

Also, it takes incredible dexterity to match high speed punches without error. And exceed your previous limits. That and he's been portrayed as relatively flexible.

It also makes sense when you consider that they gave All-Might 5 strength. At his current level or at the very least of the inception of the data books, it wouldn't make sense to give him strength comparable to All-Might. Although I'm sure there are specifications even within the single digit comparisons: i.e Deku and Mineta might both have their strength listed as 1, but based on what's been shown, Deku's most likely stronger.

The purple balls on the top of his head can be removed. They are sticky. He throws them at stuff. If someone touches it, it sticks to them as well as whatever else it touches, Immobilizing people.
