Changing of the Guard at the Tomb of the Unknown Soldier in Arlington National Cemetery. As shiftyjack said, procedure and ceremony. All precision.

Procedure and ceremony in equal parts, I'd say.

The guys in the back look like vets so this either at a memorial or a war holiday celebration. The soldier examining the rifle is making a big show because that's the ceremony for a changing of the guard, either going on or off duty.

I could be wrong but I remember something along those lines.

On duty, one might expect some dirt or dust to accumulate on oil points during duty, if they were going off the inspection wouldn't be as thorough.
