It seems that this is in Russia, and if its a Russian Machine, It was probably thought to withstand Anything, So they didn't add that.
My second Guess is that, Like I said its a Russian Machine, So whoever the hell could break it open, MUST be Rewarded for some how finding a way.

I'm over thinking this..

Not all machines do,a nd most of them are in really up to date cities and towns. This is from Russia, that is self explanatory.

The ink used STAINS the money, it's un-washable, it will leave a permanent mark basically making the tender useless.
