so dr. manhatan is a 4th dimensional being. 5th3 dimension allows you to travel 6th allows you to change. 7th lets you travel to universal possibilities 8th lets you travel to different states of being altogether and 9th lets you explore them freely. so a 10th dimensional being would be a god able to do anything anywhere at any time because it has the power to change anything in any universe in any plain of existence.
