A punishment worse than death
They replaced his suit and googles to make it look like an actual addition into the Flash museum and not a living person frozen in time. Even enemies of the flash who had died, or were infamous had a spot in the museum. While they didn't have descriptions, they did just have a name plate. It's one of those "Life-Replica right down to the hair count" museum. Everyone knew who the people were due to the Flash's villains being local (typically) and very publicized, so much information wasn't required. But if someone wanted to come up and view the villain that terrorized the city up close in spirit, visiting the museum was an option. This didn't just apply to villains though. Speedsters and other members of the Flash family were also added.
If you were curious this didn't last long. He was freed by Zoom, and then Inertia stole his speed and time manipulation abilities away from him, to become "Kid Zoom." Of course he died at the hands of the rogues. The rogues if you don't know are a strange group of Anti-Heros of sorts. While criminals, they're not violent criminals. They have abilities, but refuse to take a life. Because they were fooled into killing someone, they killed Inertia for killing Bart. They dropped his body at the police station with a note "Tell the Flash we're even." Out of all of their related arcs and series, they have only killed a
small number of people, typically on accident. They go out of their way to make sure no one is harmed, which is why they're a brand of Anti-Heros. They also help the Flash with catastrophic events that he can't handle or call in the JLA. The only purposeful deaths were caused by members who were then kicked out and turned in by the rogues themselves, or the murder of Inertia. The Flash respects them highly, even though they're criminals. Before you ask, while their skill sets and abilities differ, they're all Super Geniuses and brilliant tacticians even when in comparison of Batman. This is why even when the Flash arrests them, they break out time and time again. This particular trait has never changed even though the roster has. In the Injustice comics, Batman even enlists them to fight against Superman because of how highly they hold their "No Kill" code, and their particular skill sets.
So they're a bunch of criminal batman juniors then?

Essentially, except a lot of them have super powers of sort, on top of their extreme intellect.

I won't say that I've read every single Flash issue because I'm sure I have missed a hand full, nor will I say I'm an expert, but I've loved the Flash since I was little, and that has followed me as an adult. Before my house fire, I had a little over 460 Flash comics. It was a mix match of guest appearances and his solo series. Before my hard drive was corrupted I had around 15GB of CBRs that I read most of.
I've lost a lot of sleep
They have life sized replicas of everything else in there so why would anyone question it?

It's alright. It had its moments of absurdity, but don't go in expecting a masterpiece or anything.
