As I understand it requires a good deal of paperwork and a significant cause, then it goes up to formal review before its decided if the reason is sufficient, however its almost never even started because people seemingly don't want to be bothered. From my own experience this leads to having teams of people that are hindered by one or more individuals and projects get behind on work because of it.

Of course a lot of the types of places I worked at also have an issue with being stuck in the past, they have their ways of doing things and do not like having them changed, even when the change can actually make things smoother. Six Sigma is one of the things that wasn't very well liked.

Ya I've seen them too, I also know how american government actually works, atleast from civilian sector, its really a wonder shit gets done at all in the world... Alls you need to know about American government with the civilian sector is that often times people will hit career level ( like 3 years after employment ) and even if they start fucking up HORRIBLY they wont get fired, they will just get bumped around because it seems like people are too lazy to be bothered. This of course is a pretty common event, and given the civilian sector I know, this effects the military.

I'm pretty sure the reason that happens in government is because it's actually really difficult to fire someone in govenrment. Can't remember specifics but I remember that government employees are very difficult to fire.
