That's not how hydrophobic surfaces work. The surfaces don't repel water so much as water does not stick to it. Even in that .gif the reason the water is bouncing is probably more to do with the surface-tension of the water droplets than any force radiating outwards from the surface.

This doesn't mean that the metal can't get wet or that it would bounce about, it would just mean when the ship left the water it would stop being wet because the water wouldn't cling to it.

What would essentially be created would be a self-drying boat... which is honestly not very useful. No, this surface is more useful for surfaces that you really don't want to be wet, like the decks of boats (not the hulls), or electronic devices, but even then it would only be useful when used on devices that are so impeded by the problem of being wet that the price of coating it in a microscopically-laser-sculpted metal would provide enough convenience to be worth the excess cost.

It's cool, but honestly speaking it has less practical values than you might initially imagine. Perhaps to stop long-lasting outdoors electrical equipment from suffering water damage, or for use on meteorological equipment. That said, this could turn out to have wide-spread applications and I'm just not being imaginative enough, but for me this seems to be more interesting as a demonstration of the capabilities of modern technology and the possibilities to come than it is on its own merits.
