If I understand my lore correctly, something about the radiation from that star affects part of their gene seed. So technically, yes they are mutants, though I have no idea why the Inquisition isn't riding their backs.

In America, driving is considered a privilege and owning guns--the means to defend yourself with force from others using force--is considered a right. It also happens to be a right I like very much.

It's easier to get a car. You just listed all the stuff you have to do if you want to take the car out on public roads. By regulating guns like cars you change is so you can get guns without a background check, with absolutely no limitations on them, except that you couldn't take them out in public, meaning concealed carrying, and the act of doing so would get much more difficult.
Of course, it isn't the number of guns that are the issue, it's the people. Vermont allows anyone who can legally own a handgun carry it on their person without any licensing but has lower crime rates than Canada.
