By only performing tasks 1 and 2, you have also performed task 23, which is a violation of task 23. It is paradoxical. So, if you perform task 1-23, after reading everything first, you have successfully completed tasks 1-22. That's a 95.7% completion rate. If you only complete tasks 1 & 2 (as 23 is paradoxical, it cannot be successfully completed), that's only a completion rate of 8.7%. As an employer, I would rather have my employees complete >90% of assigned work as opposed to <10%. Also, in the spirit of this test, I would need them to provide a strong argument as to doing all tasks instead of just a few.

Yes. So you go through the whole thing, reading everything before doing it. Then you realise that even though it states you have to only do 1 and 2, it's the 23rd instruction in the sequence that tells you that, which means you still have to do all of the others before you get to that instruction
