However, one would think that since emergency activities are happening along the line, all trains due to pass that immediate area would be told to slow down to a stop until activities have either ceased or the hose along the track is removed..

It's common sense, really..

Hard to say since not only are those pretty tough to begin with, the added pressure of the running hose could be just enough to cause it to derail. It would still absolutely destroy it no doubt, but as we both know, it doesn't take much.
