Pre evolution pokemon get 10ish CP when you power them up whereas evolved get upwards of 30. My Jolteon and Flareon get in teh 30s when i power them up, but my 450 eevee only gets 6. so based on the math lets say im going to evolve eevee to Vaporeon his cp on average will go up by 2.76x the normal ammount. so 450*2.76= 1242 but lets say i power eevee up twice and he gets 6 each time, 462*2.76=1276 (rounded) but if i were to power up vaporeon twice it would increase from 1242 to 1302.

TLDR; Catch high CP basics to evolve, only power up full evolutions.

everybody i know say that you should buff them up after evolving. You get more CP from buffing them or something. Not 100% sure if its better to buff before evolving or not

Its the average rate of the amount of CP that will go up when you evolve a pokemon in pokemonGO.
When you evolve a pokemon their CP will go up (Depending on the %)

God I love that episode of Samurai Jack. The only episodes that are better are the episodes that feature The Scotsman.
