Yes, but if there are already computer components in the case that aren't properly grounded, you *could* risk damaging them. When I say "could", I mean that it's theoretically possible, not that it's likely to ever happen in your lifetime.

The moss is an uncommon drop in a far away area, whereas dung pies can be found easily and abundantly off of enemies near the Toxic Snipers, so it's a completely viable alternative.
But yes moss is more efficient which is why people should really farm it for a bit before making their first trek down into Blighttown.
