I don't think so. At the risk of getting to pretentious, I think art can surpass fun. Enjoyment can be more then fun in that it can evoke other experiences then the ones typically associated with fun. That being said this whole discussion is likely just semantics and we are all talking about the same thing. I think some people are just saying something is fun if it engaged you whereas some people are trying to shed the label of video games being purely fun.

That being said is that I think what the guy tweeting was trying to get across is that we shouldn't judge games on their ability to have "fun" in a simplistic, arcadey way. Not that there is anything wrong with that, but that we should recognize that game like Life is Strange or Journey can be "fun" without the need to use reward systems, addicting mechanics or scoring. That video games can surpass being games and be something of cultural value.

He was talking about vidya as an art form. My understanding is that the purpose of art is to create emotions and not necessarily positive ones at that.
LiS sure as hell created emotions. The fact that these emotions were almost completely negative means, to me, that it wasn't much "fun" in any sense. I can't seriously describe that game as "fun" in the same way you wouldn't describe an art masterpiece as "fun".
