Hm... I doubt it will be that hard to find. If it is, then most Germans speak English, anyway. I went to my driving classes with no English and I still passed. You should be fine. Again, I'm not too sure with the universities. I always lived on base and the Army had programs for us... Sorry.

I've led a long life, I've seen all kinds of people. And I know there are remarkably mature 15-year olds, and there are remarkably infantile 21-year olds. But generally, there's a crippling maturity disparity, and/or as you've said, a divergence of intentions.

How long ago did he live there? If it's within the last three years, I Might know him. Small community on base.

I've never been to either of those places. I'm more familiar with the Army base cities. Ramstein (Air Force) is pretty big and right next to Kaisurslautern (K-town, Army).

Being around familiar-ness is great, especially in a foreign country, so I'd suggest Berlin for you. Pretty big city, lots to do, family. Sounds like a good deal. Plus, living in Germany means you're only a train ride away from a Fuck-ton of places. Flying within Europe is pretty cheap, too. Germany to England is like (from what I heard) 60 euro or something. Don't quote me on that.

Being quite fond of Heidelberg myself, I am quite biased and I will arrogantly say Heidelberg is the best place and everywhere else sucks.

You know a guy from my school went to Heidelberg. I'm hoping for Freiburg or Berlin. (I know Berlin can I pick a more popular city?) I heard there are lots of Polaks in Berlin, so it would be nice to be around something familiar. I'm American but I come from a Polish family so I speak Polish. Also I'd like to visit my grandparents more often than I do now. So the closer the cheaper.
