Although it's possible that could happen, more likely that's somebody's husky and not a wolf (although if you think about it, having your dog face down a freakin' polar bear is pretty awesome too.)
As for why we don't fight wars, well, we like to be seen as nice guys. But it's probably only a matter of time before we get into some stupid scrape, what with the current government.

I've never played any of ther other Civ games, either. Still, it just took me like a night to get the playing concept. I just played the tutorial game, which explains everything pretty good, although you have to read a lot. I don't know if the tutorial is always preset, but if it is, you'll start as Austria, which is a civilization with a pretty simple bonus.
Also, the game itself has it's own "wikipedia", you could say. You can look up pretty much anything by right clicking it. Helps a lot.
The only thing that might be tough to understand is the thing with food and how it influences the cities. But for the beginning you won't really need that anyway.
