It sounds like you are looking for a barebones build. But I'd suggest doing it yourself, it takes longer and quite a bit of research, but I think you will be more pleased with the end result, especially considering it will be at a much lower price.
However, if you are not going for a high end system, then you might as well just buy a refurbished (or new if you can find) laptop with decent specs (quad core with video card either dedicated or integrated).
I'm using a laptop that can play pretty much any pre 2012 game and most 2013-2014 games with a little tweak of quality settings. Got it brand new for 450$ at newegg.

I'd imagine that if he wants to play Skyrim, he won't be wanting to run it with only stock graphics. Most people tend to mod their games, thereby increasing the load on the GPU. With the ~60FPS in vanilla, texture mods and any ENB will easily drop that to 35-45 FPS.
I would have gone with a 7870 or a 660, just to improve the game's quality with graphical mods, but that's just me assuming that people will want to make the game look sexy.
I do agree with you that it's easy to budget for that price, it tends to not end well due to the issues of having to upgrade very soon in order to run more graphically intensive games of the same type that thealmightyj prefers.

Well it certainly isn't the best option if he's planning on installing some really heavy ENB mods. But with that example system he could just swap out the GPU because the CPU and PSU are powerful enough to support some more powerful GPU's.
I said 550-600 bucks because that's www.funnyjunk.com/videogames/833214#833214 what he posted before so i assumed ~600 bucks is his budget

Ah. That explains it. If $600 is his budget, then he should definitely go for that list. It's fairly decent and it will run Skyrim relatively well, even if he decides to install the 2k textures.
That processor is quite a decent one as well, so it wouldn't be hard to upgrade the GPU without bottlenecking, unless he went with a 770(680) or a 780.
