Your example would suffice perfectly if we're actually just using the weather as a sidepiece to the actual narrative, but in all honesty, when painting a scene, I like for there to be some kind of flowery description. As you put it, some people walking through the woods; writing is subjective. We just write "they walk through the woods," and then the reader can interpret how the woods looks, but really, leaving everything to the reader sometimes annoys me. What kind of woods? Is it a live, bushy, green, lush forest? A crooked, starved, black and brown skeletal abyss? Everything in the scene needs to paint an image. I understand this doesn't need to be the case 100% of the time, but it's a rule I try to follow. Your way is just as good though. It's all down to what the reader likes, and what the writer warrants.
