That's not how hydrophobic surfaces work. The surfaces don't repel water so much as water does not stick to it. Even in that .gif the reason the water is bouncing is probably more to do with the surface-tension of the water droplets than any force radiating outwards from the surface.

This doesn't mean that the metal can't get wet or that it would bounce about, it would just mean when the ship left the water it would stop being wet because the water wouldn't cling to it.

What would essentially be created would be a self-drying boat... which is honestly not very useful. No, this surface is more useful for surfaces that you really don't want to be wet, like the decks of boats (not the hulls), or electronic devices, but even then it would only be useful when used on devices that are so impeded by the problem of being wet that the price of coating it in a microscopically-laser-sculpted metal would provide enough convenience to be worth the excess cost.

It's cool, but honestly speaking it has less practical values than you might initially imagine. Perhaps to stop long-lasting outdoors electrical equipment from suffering water damage, or for use on meteorological equipment. That said, this could turn out to have wide-spread applications and I'm just not being imaginative enough, but for me this seems to be more interesting as a demonstration of the capabilities of modern technology and the possibilities to come than it is on its own merits.

If the object is immersed in water, there should be less friction, but buoyancy doesn't depend on friction. It depends entirely on the amount of mass displaced. If the submarine is not heavier than water of the same volume, it will not be able to push the water out of the way and sink.

You're forgetting about upthrust, the force that moves shit upwards; the air in the sub is less dense than the water, so the sub would still have a force pulling it up

Do you mean sub as a submarine? If so, i'm speaking of just a normal boat minus the motor. If it still remains hydrophobic and buoyancy doesn't kick in and floats, the water might form around the boat rather than normally sitting on it. If it passes the lip of the boat, at that point it should just begin to sink.

Yeah, I'd just read the comment about the sub by letrollzor Sorry for unnecessary mention when I answered. I'm not entirely sure about a boat, but when you look at the facts, it's still displacing water so it still has upthrust. The water is still pressing with the same pressure, so upthrust would be the same as normal. The only difference is that there's another layer between boat and water. I imagine it would still float normally. Though, on the topic of forces, if it was moving it wouldn't technically be 'touching' the water (assuming the material was absolutely perfect), so when it moves forward it would push the water aside, like an aircraft does with air. So, technically, you can't make a boat using the (again, assuming it creates a perfect layer of air) material, because it would be classed as an aircraft. I think. Or at least a hovercraft.
