This. The police fall under the People. They only have the authority we grant to them. In the gaps of the oversight which is our responsibility, the police can abuse the authority they've been granted.

In most situations it's just the word of the officer against the suspect, and we trust the officer's account more. In our ignorance of what really occurred, we don't err on the side of the rights of the accused, we err on the side of convenience.
This doesn't mean that the cops are off shooting whoever they please, taking bribes, etc. (other than in Maricopa County.) There's plenty of oversight. When corruption is uncovered, they scurry to fix it, because we ain't having that shit.
The police system remains good because they remain watched.

Individual citizens aren't under any oversight.
If it is mandated that every person successfully graduate from police academy and make it through rookie training, their gun be registered, every bullet accounted for, and everything to do with the storage and use of the weapon fall under an agency akin to Internal Affairs before they are issued a permit, I'd be for that.
A well regulated militia is a perfectly nice thing to have.
Our current system, where yahoos think that shooting someone for taking "their" parking spot constitutes "defending themselves," leaves a bit to be desired.
