I think some of the more helpful methods with actual long term benefits is to provide the infrastructure and tools to improve themselves rather than giving things to them directly.

For example, my a group of engineering students at my university went to some 3rd world country I forget where exactly where clean water was a serious problem. They taught a group of people from one village how to make a water purification system that they can mount on their roof for rainwater or use as a ground pump that can also generate electricity small amounts, but still while purifying the water, using only cheap materials that the village could readily obtain, mostly making it themselves with local supplies. They also taught the folks how to repair different problems it may have.

After teaching them this, the university requested the folks at the village teach neighboring villages how to do the same thing and pass on the knowledge. It is now several years later and the setup they used is now in place across quite a few of the villages in the area. The whole thing cost the university the price of transportation and food for ~10 people over the course of a single month, and now multiple villages have clean water and know how to remake and teach the system to other people.

That is the type of thing we need to be doing. This is way more helpful than sending over crates of water in the long run.

Uhm they are in a shitty state full of corruption and a culture turning them into savages.
They are not going to fix stuff themself's. We are on the same rock as they are and time is pressing on, we have to understand that cooperation is the best way to survive.

Build school's, stop the exploitation, give them advice, then we can expect to change.

I think that most of the international aid money, needs to go to education, agriculture and health services. If you can start improving quality of life in 3rd world countries, it creates more opportunities for employment.

Throwing money at 3rd world businesses is definitely not the solution.

I think the end goal is mutual benefit, you give them the skills to continue while also having them provide the help to nurture something larger. Though, yes. Donating money is the same as giving something and teaching them little in return, unless it's funding schools. Which, is also a roundabout of what he's saying. Those few who are actually able to make it to schools, see that life around them is a shithole and they eventually dream of coming to a country that isn't there own. Terribly hard thing to 'fix'
