Great roll for that, but again, if it's rhetorical then no it doesn't. A rhetorical question can usually end in a question mark, a period, or an exclamation point.

Too tired to find exact links, if you wait till tomorrow I may get some for you.
However if you want to learn it yourself research:
-Question mark usage
-and Hank Denham who actually created a specific ending to rhetorical questions but it never caught on. I think it was an upside down question mark or something.

The basis for this is because they are not direct questions, instead taking the place of an outright statement with the common structure of a question. All 3 of the mentioned punctuation marks work to this end.
