Toph wasn't able to see in sand thou (or just not well? not very sure)
Also I'd say sand is air by the same logic that snow is air (blowing it around)

sand is earth but its not solid like packed earth. if you shake up enough dirt it is sand. sand is earth its just not packed at all. and earth benders can bend sand, she couldnt see because vibrations coundlt travel well enough in sand.

So it's earth but also air then, since by the same logic you can say that snow is ice that isn't packed, and according to the above chart snow is air as well as water. Leaves just something that's shared between fire and water. Light maybe (fire is strong in sunlight, water in moonlight).

it is earth but im pretty sure it has to do with how packed it is. sand isnt as packed so it can be picked up pretty easily by air, but a boulder and a block of ice is fucking impossible to be blown around without a hurricane strong enough to rip people apart.
