There's no exact answer, cause some people upgrade more often than others (and in turn they have higher standards for the kind of performance they want). But generally speaking most people go at least 3-5 years before upgrading anything, maybe even more.

And it also depends on what specs you start out with. A method I stand by is to get a high end CPU to begin with. No need to go for something crazy like the most expensive extreme i7, but the point is that when you finally do have to upgrade your CPU, you also need a new motherboard and possibly new RAM. Which is why you want to hold on to those for as long as possible. While swapping out a graphics card is 10x easier.

If you go for a build worth 800 bucks or so, you should still be able to run games just fine at medium or better settings at least 3 years down the line. But then again, it all depends on how demanding said games are.

I assembled my first computer single-handedly, without any experience, whenever I was 11 years old. It is no more complicated than LEGOs.
If you decide to buy a pre-built system, you are going to lose all creative input, you will suffer from a huge array of problems associated with them cutting corners, and you are going to pay a significant amount more for less performance and reliability than had you built it yourself.
