There might also be an optical illusion due to perspective where the laser on the left side of the building looks to be cutting further up than it really is. Easier to notice when you look at the window rows on the building and compare the lasers trajectory.

So then you completely mixed up horizontal _ and vertical I lines? Also if you mean he cuts downward, then yes he does. But notice that his laser has to cut through objects over time and is not just an instant cut phase blade for example. The laser does move down vertically and does cut through the floors, but does not have enough time to go through the outside wall until he stops to turn his gaze elsewhere.

It doesnt need to cut through all of it at once. As it sweeps through the floor it only needs to cut through the new things it comes into contact with.

Also I am tired, but i think i had horizontal right. He cuts sideways through the pillar and stuff on the floor he is on, but the laser is several floors below him.

You might be right, I'll check again in a few hours when the coffee thoroughly kicks in.

When he pulled down and it "skipped" the floors confused me for a few seconds, but it really makes sense and even makes me appreciate it even more. The people that made this scene are basically saying that his laser isn't powerful enough to cut through the walls/beams when he pulled down that quick. Kind of like if you have a expensive laser that can pop balloons or burn wood. You have to hold it on the wood for a few moments and slowly start pulling it down for it to continue burning. If you jerk it down not enough heat would be transferred to each spot to actually burn the wood.

similar in timing, sure, but its not nearly the same pattern. It even has the him cutting horizontal when outside it shows vertical cuts.

He cuts fairly simply from right to left with him looking up at first and then down then to the left. The outside shows the first part a little off (its a little too much horizantal movement) and then completely turns off for a second before showing up several floors below when he cuts horizantally through the floor he is on.

TL DR no it doesnt

What he meant was the you need to cast bubble before you cast hearth since you can not cast bubble during the hearth cast.
You thought he meant that you couldn't do the "bubble hearth" anymore because of some reason. But you very much can still bubble hearth successfully with a glyph.
