Regan's visit to Soviet Union was very carefully choreographed, he didn't get to meet random russian tourists, because they could say something wrong or try to attack the capitalist devil, "random" "normal" people he met were either carefully picked and coached or straight up government officers.
Btw, that's not very strange, when Khrushchev visited USA they didn't exactly let anyone walk up to him. Fear of some overzealous redneck shooting the evil commie and starting WW3 was too big.

I think this was debated back in 2009, Moscow denied the pictures authenticity.
But none the less it really looks like Putin back in the days, as a KGB officer I don't know to which extend he would even be permitted to personally carry out operations.
But in the 80's if Reagan toured Moscow he must've been followed by the KGB, even foreign ambassadors were followed wherever they went.

I dont see much of a connection. I mean both are kinda tribal, but there isnt much else similar.
Khajiit live in swamps and badlands, Aiel live in the desert wasteland so i guess thats kinda similar.
Khajiit are primarily merchants and tradespeople, Aiel are majority warriors.
Both have had a tumultuous history of tribal conflict, but the Aiel have a much more of a history, being the people of the dragon and fallen followers of the leaf.
Where Khajiit religious belief is essentially the same as the rest of the inhabitants of tamriel, Aiel are fairly singular in matters of honor (Ji'e'toh) and have strict rules on how to live their lives and be properly Aiel.
Khajiit has wares if you have coin, Aiel have spears if you would dance.
Both are somewhat desert dwelling nomads, but i see more connections between the Aiel and real life bedouin than khajiit. That which makes the Aiel "Aiel" namely ji'e'toh and following their perverted version of the way of the leaf is what is most important in defining the group, and the Khajiit have nothing like that.
