From what I understand about Flash, he can move faster than light. The moment even a hair on his head was moved out of place by something as slow as a bullet he should have been able to dodge it.

Of course that brings up reaction times, but since he can react to obstacles faster than light, he should be able to do the same with bullets.

But being able to interact with an environment around him while he's running at those speeds would mean his sense of touch would have to be able to keep up with him (otherwise he'd be running around like his legs are asleep). He would have to be able to feel things (like the ground) and respond to them faster than light. I don't see why that wouldn't apply to hair.

Thawne's powers work differently than Flash's.

Thawne slows down time to give the illusion of super speed. Barry is actually fast.

Actually Thawne does have Flash's powers since he recreated the experiment that gave Barry Allen his powers. Hunter Zolomon, is the guy who slows down time for super speed and he's Wally West's enemy.

Yeah, this was my understanding as well. Thawne is a speed-force user, and Zolomon manipulates time.

But still, slowing down time wouldn't change that the bullet is faster than the bang, meaning that the bullet will reach his head before the sound reaches his ears to then be processed by the brain before he can react. Even if the bullet starts with a speed below Mach 1 it would still be too fast for him to process.

Bullet => Head
Shot => sound => Ears => Brain => Procession => Reaction

If he's faster than the Flash it shouldn't be a problem, Flash has multiple times been hit by a bullet and reacted fast enough that he's phased the bullet from him as soon as it hit his skin.

Eobard Thawne, Reverse-Flash, Professor Zoom are all one person in this case.

Hunter Zoloman is the third Reverse-Flash, while Eobard is the second, I believe.

There's Edward Clariss aka Rival, he's Jay Garrick's Reverse Flash.
Then there's Eobard Thawne aka Professor Zoom, he's Barry Allen's Reverse Flash.
Then there's Hunter Zolomon aka Zoom, he's Wally West's Reverse Flash.
But wait there's more. There's also Thaddeus Thawne aka Inertia who is Bart Allen's clone and Reverse Flash.
Lastly there's Daniel West who only goes by the Reverse Flash name. He's the New 52 Reverse Flash for Barry Allen and apparently died last year as part of the Suicide Squad.

Do we really need to go into details why the idea of importing a radically different culture into your society for the express reason that they out reproduce your native population is a bad one?
