You mean she actually submitted the speech under her own name and testified that it was written entirely by her and not copied at any one point? Because that's what plagiarism is. It's why you need to sign documents when you hand in work at higher education levels; to testify that everything written is your own work.

If you have that then yeah you have everything there to call her out for plagarism and probably to catch her in a bad spot legally. But unless you have everything formally down then there's no issue.

Just because it was written on paper doesn't mean it's a formal paper. Which is as I said before, something more akin to a thesis or an essay written and submitted by said person. It was an informal format at best, written down to make it easier to recite to the audience.

I reply because I have nothing better to do. I'm unabashedly bored. C'est la vie.

Well if you just wanted to talk to kill time I'm more than happy to oblige that, far more so than run around in circles debating semantics.

Or, to cite your own source, going back a step to what plagiarismis.

"Simply put, plagiarism is using someone else's words and ideas in a paper and acting as though they were your own"

She has been doing that, if you looked at any news source. Even ones using it as political satire, The Daily Show and The Nightly Show.

You said that people shouldn't let it slide when it's a relative nonissue in the entirety of the political sphere. That's why it seems you're peeved. Because you're creating this mountain out of what barely marked a sidenote in the political campaigns.

And plagarism isn't exactly something that's particularly enforced when not in a formal format. Note how both of those sources you linked were for an academic setting and most likely apply to essays and thesis rather than speeches made to an audience.

Well to be fair she had to read it off of something. So it was written to start with then became verbal, so in a sense of things it was plagiarized to some degree. And if this isn't that big of a deal to you, then why bother replying at all?

It just seems it would be easier to ignore it and move on.
