No there are other forces, like the Separatist Holdouts, or the Chiss Empire. The Rebellion only owned a VERY small part of the galaxy after the fall of the Empire.

Thats true, but I wouldn't want to live in that time in general. Considering how the Rebel Republic is getting its ass kicked, (at least in the old canon, I don't know with the new films).
