My shuttle run time has decreased since I started lifting. As long as you keep fast-twitch fiber you won't lose speed.

When your body gets heavy, you move more slowly. pretty basic stuff here. Cardio builds endurance. running speed. But you will still move more slowly with big muscles than you would with smaller but more toned muscles. Less weight to move, the easier it is to move it. Try to wrap your head around that. I could give two shits about running speed
