In the US anyway. They are regular people who take an oath to protect and serve, but they do not have a constitutional duty to protect someone from harm.

No, there's no "constitutional duty" to protect a specific individual, from harm. But failing to protect the general public from harm (say, by sleeping on the job) is a violation of the public trust, of the duties of your office, and of your moral duty.

We are, sometimes. We are a paramilitaristic organization and we're taught to follow orders, etc. But in general, we're not going to suffer the same consequences for failing to follow an order that a soldier would. Like you said, we're subject to a different law by the very nature of our civilian status.
