Has he had any kind of relationship in those 2 years?

well they have been kinda on-and-off at times during these 2 years, but not like a couple. Before that they were basically a family for 6 years. And the guy has a problem that he likes very few women, hes not really motivated to even go out to find some pussy.

alright... soo with these info's i'd say:
he thought that he would be better off without her
she was sad at that time
they got together from time to time; either one of them was drunk or kinda depressed.
he realized after some time that he still wants her but she was over him and seemed happy. he couldn't get over the fact that she's happy without him.. can't say anything cause either she already told him that there is absolutely no chance of getting back together OR because he is in a state of anxiety. he see's that she's getting along just fine now and he doesn't.. this makes him depressed ... 'wasn't i that important to her'... 'how can she be happy that fast while i can't even look at another woman' ... something like that ..
If the first possibility seems to fit I'd tell him that he has to get over it since they aren't together anymore and, in fact, has no right to intervene in her life anymore.
If the second one seems better suiting you should be very careful with your words. For people in this mental state the bad words could work like knifes against them.

Its a little bit more complicated. Hes kinda being a dick to the girl, like he says he hates her, but when the girl left my place, he was waiting in front of my place and started telling her how she shouldnt hang out with people like me and stuff. U know they haven't been conventinally together with that girl for over 2 years, but they still communicate, but hes trying to limit her. Hes kinda being a dick in the sense that he knows their thing wont work out, but he is not letting her move on with her life. Im totally not trying to be a dick to him, we are probably gonna have a long discussion about all kinds of stuff, but in the end im still gonna tell him, im going for the girl. Depending on how reasonable of a guy he is and how much he respects me and the girl - either hes gonna beat me up (he lifts, i dont), or we are gonna get super drunk and go to town tying to find him some pussy
