Or they can do it while they're translating.
I feel you're blowing the process up out of proportion just to suit your argument

when translating first they obtain raws. then translate the text to english. then someone else proofreads said translation. during that time another person has to clean the pages one at a time(erase text in bubbles fix and redraw any parts of the page that got messed up to generally improve the quality/keep it equal to what is released in japan). after that you need someone to typeset. placing the new text in which can be done by pretty much anyone. someone will then go through it and check the quality of every page before they will put it u to be read.

a lot of work already goes into translating. especially considering they do not get paid to translate these for us. (also this excludes the translations done by some of the large manga hosting sites as they usually just aim for rapid releases rather then good releases.

Sounds like most of the work is just in the translating. Give the job to the guy who cleans the pages.

Hardly any extra time, and there's obviously something wrong with it - western languages don't read right to left.

so you want translators to mirror a page, scan through it to check for possible visual changes, and change it, read and change the script for anything that requires change in respect to the mirroring. and then do that for 24-70 pages per chapter.

Each unnecessary step has risk of mistake, and it DOES take time. and for what? to satisfy a few people who can't get it over their heads that that's how you read a goddamn manga, or any written media in Japan.
