Clearly they do, if they have one and managed to turn it on.
It's an issue of them using it. You need to look at it from their point of view: if they're elderly, the words "Email" and "Internet" probably weren't in their dictionary until after they were eligible for social security, and using such a device at their age would be entirely alien to them if it was the first time.

My grandpa was exactly like the person in this post. He's had a computer for two years now, and he just finally learned how to set up his printer properly. But he learned how to use the internet, email, and knew what the modem was over time.
By your logic, people who don't know how to drive should never own cars.
