Because FO4 was too lazy to actually program a morality system, so they said "fuck it, you're a puritan hero".
Brahmin didn't evolve in the East Coast because cattle farms weren't as popular nor were they far enough from major target areas to not get destroyed by the first blast.

I'm saying it's available everywhere because it is.
Go to any any non-specialized trader and try to not find Jet.
It only became demonized in FO3. Before that, it was just a product. Comparable to alcohol, really. Yeah you have adicts, but plenty of normal people partake casually. And Brahmin only exist on the East coast because they were brought from the West. And they only came from the West because of Jet. It's the goddamned silk road 2.0

Well see, that's something else Fallout 4 fucked up with its forced morality. Jet wasn't really that reviled before.
But regardless, yes I can equate it to spices. Every caravan has it, every settlement buys it. It may not be in every Wastelander's vein, but it's definitely at every place they can buy supplies. Jet trade is literally what connected the West and East coasts. Not the NCR, not the Enclave. The Brotherhood in DC is cut off from the west coast. You know who isn't cut from from the west? Jet traders.

Jet is something that can be made very locally, just walk outside and find some brahmin shit. They even mentioned that it was carried over by raiders in fo3 I'm quite sure, as they also pretty much own and control all jet manufacturing in the fallout universe. And the problem with jet is that it is a very addictive and dangerous drug, that's probably why raiders own the trade, because they're their primary users and only want jet and other drugs. Like I said, it's like meth, and is presented like meth in the later games. There's a quest at one of the diners in fo4 where a woman is stuck in a standoff with two guys because her son turned into a druggie, even though she raised him to never do drugs. There seems to be a distinct push back by the community that jet, and other drugs are bad. Any civilization of good standard in these wastelands would be pushing against the use of drugs, especially jet, so that they aren't made up of doped up druggies and become especially week to raiders. I understand you're approaching this like everyone takes drugs because the world is so shit, which seems to be the case in this world, but if any drugs would be an economic backer, it would be nicotine or alcohol. So basically prison rules.

Well caps remain because they already exist. The NCR and Brotherhood and everyone else can try to make new currency, but they don't have the economic reach that Jet trade does. And Jet trade is what brought the caps across all these different places. Other currencies would have existed, but Jet became the equivalent of spices where caps became gold - just a placeholder that anyone could verify.
You're right though - 210 years later, and we're still where we were before? Honestly, as much as I enjoyed FO3, jumping forward so far in time just set the sequels up for failure.

Everyone, especially those in the city and elite loved spices. Meanwhile in fallout, jet is pretty much reviled as a hardcore drug, like meth. On top of that, jet is made from brahmin shit, and spice has to be grown and imported. So if you have brahmim shit, you can make jet. Which is why my country bumpkin settlements also have methlabs.... mmmm methlabs.
