well i thought of it this way. the demand to live in detroit is low, driving down the property value. it takes one group to buy like half of the HORRIBLY ghetto area and do one of two things, keep them and fix them up, or tear them down and start all over... anyway im thinking basically a HUGE gated community, (i dont mean to make detroit to look like post opoc., but the way some of it looks..) to wall of the outside. it would have a nice golf course, HUGE park with maybe a community pool, maybe even a casino of its own (just about make it its own town) the residents will have access to this stuff by their resident fees (its how country clubs add property tax without calling it a tax). you could also have access if you knew someone on the inside. if you lived within [insert radius here] you would get a discount.
that was one way i thought of earlier today just after i got to thinking about it. i have two other ideas. one very similar one mostly different.
far one: step one > rich guy buys blocks of ghetto just outside downtown
step 2>builds mansion right in the middle of it. tears up the streets and puts in grass whatever.
step tres> puts up nice fences, walls etc., people have to walk 1/2 mile across a field to even attempt to get to his shit.
final: un-robable mansion. low land cost, extremely close to the middle of a city both industrial production (southwest) or law offices or just offices in general (down-town). a man could run an enterprise extremely close to home. others like the idea and do so aswell. dramatically lowering the population but making it a nicer place. nicer place higher prop value, higher prop value means houses get closer together, eventually houses back at normal spacing but they know they are so close to such a well kept area

just writing it down i realized how little this would help because why wouldnt you just go into the beautiful surrounding lands and you are close enough anyway. and one rich guy wont create enough workers to jumpstart a CITY. AND you cant take a ton of land out of down town without ruining the history of downtown. i guess its one of those things that a bunch of people that work in the area need to move in and fix the place up one house at a time.
one difference from california to here is that in cali, EVERYONE had fences. i didnt realize till i went out here how much space all those fences take up. ever gone to play frisbee but the disc flew over the neighbors fence. ya not around here, you can play in the neighbors yard too because there are no barriers. really adds possibilities to backyard sports like a decent game of football. anyway if you mad a nice house in detroit, it would get robbed. to not make it get robbed you would put up fences. i know from LA that when 1/2 the land is roads, 1/4 is buildings and 3/16 is walls.. it dosent leave a whole lot to look at.
I dont know a way to fix detroit, but i really would like to see it happen someday. the people here really do love the city and are really kind folk, but the city is just not a desirable place to be to most people when the immediate surroundings are so nice.
i am just a apprentice carpenter so i will go back to not knowing anything about the psychology of people towards detroit.
