I thought stat rolls couldn't go over 20 at all in 5th edition.
Honestly that type of issue should be solved before the campaign begins. But since that would be hindsight they way you deal with it is insure the rest of the group is working together and inform the DM that each player should get equal time. EG. In a previous campaign the players were the fantasy equivalent of power rangers, called to duty and given missions by a powerful figure. They get time off to do their own thing, most of the players plan to help out their hub town and do some backstory stuff while sticking together. Monk decides to leave town on a boat without telling anyone and travel to his old home across the world. Results in him doing nothing but getting 5 lines of text for 3 sessions.
I'm really curious how he accomplished that without cheating his stat rolls. The max for each stat roll is 18 if you roll max for all three rolls. Other than that, talk to your DM about it. I DM a group and if there is a concern I have my players come to me in private and I try to fix it without bringing it into group chat. He may not know it is an issue.
He used a combination of fudged rolls and working the character to achieve those scores. Granted, 4 of those points are fair game (two ability score upgrades), but it's insane to have a bard with a constitution/ hp comparable to a barbarian's. It ruins the point of a barbarian at that point if you can have a magical tank monster.
Oh, I should point out that I am not the DM.

Have you tried being the most annoying character that you can imagine, plan?
