Sort of, but probably not really any more than African Americans. Phenotypic testing shows most African-Americans to be around 20-30% European in their ancestry. Not sure on the percentages for Latinos, though I imagine there is much greater variability from region to region. Almost all North and South Americans with the exception of recent immigrants have a great deal of racial mixing in them whether or not they realize it. Latinos are mostly an amalgamation of African, European (yes, primarily Spanish and Portuguese, but it can vary greatly from region to region), and American Indian ancestry. For the most part, Spanish and Portuguese didn't colonize like the French and English. They only brought a handful of their own to run things and left the rest to the Native Americans and African slaves. As a result, there weren't enough Spaniards for Latinos to be considered European. And even if there were, Spain is another place where there is a lot of mixing (African-European crossroads with heavy influence from Moorish invaders) so while Spain is a part of Europe, its inhabitants are not exactly blue-eyed blondes.
TLDR: Yeah, there's a lot of European influence in Latinos, but they are far from European.

European isnt an ethnicity nor Europe a continent, non-politically speaking. The iberian peninsula is politically European but not genetically.

Red hair is a mutation thought to have originated from some inter-race love between Neandethalers and Homo Sapiens a very long time ago.
This is correct if I remember correctly it isn't meant as an insult to redheads. Neanderthalers really weren't as stupid as they're generally thought of.

And the evolutionary explanation is that melanin (which causes pigmentation of skin, hair and eyes) protects you from the sun. Which is a useful trade in very sunny places, as to much sun can cause all kinds of disease etc. Hence people with high melanin counts live longer and havy more offspring in such countries. However in places like northern Europe where there is very little sun, you want to get all the sun you can get, as we do need a bit of it to produce vitamin D, which in turn is needed to absorb calcium. Calcium we need for our bones and teeth but it is also used for muscle contractions (u lifting bro?). Long story short in places like Northern Europe low melanin counts gives you a higher survival chances and hence more likely to have (more) offspring.

When I say Propaganda, I meant that in the book, citizens are not brainwashed into military service like they are in the movie, the option is open to them. Don't get me wrong, while the book was an excuse for Heinlein to express his Political views, the actual federation propaganda in the book is near to none.

Humanity is pretty screwed in the book.
While one MI trooper in armor is a force to be feared, bugs can drop massive number of troops with inferior technology but cumulatively overpowering.
And as its said in the book, while to get a MI trooper, you need to raise a human for 18 years, then find the ones who are willing to fight, then train them, then give them massively expensive equipement, bug soldier is BORN ready to fight. And to replace loses, queens just up the production of soldiers.
Only advantages humans have is superior technology, value of life (so they don't throw away soldiers foolishly) and individuality that lets individuals sometimes pull of unforesseen briliant moves.
