Its only because of the area that I live in. Over 40% of the outdoor feline population has FIV, 5% FeLV, and the feral colony populations are out of control. Having an outdoor cat here means it will probably get FIV.
If not in danger of other cats, then people can be a probablem. There are many trappers in the area. Some will just neutrer and release the cat with an ear tip, but others will take the cat to a shelter. Some get the cat tested for FIV/FeLV and if either is positive, gets the cat euthanized.
TL;DR- Its a bad place to have an outdoor cat where I live, so I have the bias of 'cats should be kept indoors or leashed if outside'

sorry, i'm using this opportunity to reminisce about my dog who passed away this year do to acute liver failure. I remember when I got my dogs, the first one is a wonderful mild tempured dog who enjoys laying around most of the day and running around at night, the second dog was a little jack russell terrier who was picked up off the streets at a young age, that dog had an absolutely terrible temper when it came to other dogs and but we decided to give it a try anyway because he was ecstatic and basically the complete opposite of my first dog. lo and behold after about a month and we were nearing out wits end, they'd fight on occasion and the little one would push around the bigger one until finally the big one learned to stand up for itself, from there on out the second dog got the picture and I'll be damned if that dog didn't teach the first dog every underhanded trick to guilt us into giving them a treat, in the book. sorry for the weird post, i loved that damn dog and the liver failure came on suddenly, one day he's not eating, the next he's severely jaundiced and in pain. forgive the post.

Its a completely valid excuse; My (badly worded) complaint was more if they had spent 10-30 minutes with the cat to get to know it some, they would have seen it was a total jerk.
Instead, people typically pick a cat based only on looks or age (i.e. kittens under 6 mo) and adopt, without even petting it first. But even more often, its 'personality' are things you ought to expect from a cat.
For example, two days ago a kitten was returned because it was playing with wires around the house and getting in areas it shouldnt be, like behind the fridge and under the sofa. Its a kitten, what the hell did they expect?

The best cat I've ever had was a solid bastard for the first 2 months of us adopting him. Turns out, he was just neglected and abused by his previous owner. He doesn't like it when people argue, so he strolls into the room and plops on the floor, rolling around and meowing.
You still need to give a cat time to show its personality. More than a week.

I am proud to say my family went to a shelter and picked up an orange tabby, even though they told us he has a big medical history. Turns out right after we got him, he developed a stomach problem, now hes the size of a ballon cuz he can't shit anything out, still races around the house like its fine, its fucking hilarious.

Not sure about other shelters, but our 'broken' cats get adopted faster than the 'normal' ones. Just have to continuously stop by and browse.
As for the phone number thing, my shelter doesnt do that.... far too many adoptors trying to leave us their number; It would be a hassle for us, especially since it seems like 90% of people want the same thing (good lord EVERYONE wants a german shepard dog, or puppy/kitten under 6 mo old).
Maybe other shelters do though? No harm in asking. Mines just too large (4 locations in 2 counties with around 1k animals).

it isnt weird, it's just life man, a lot of pet owners prefer taking the weird and wonderful of the pet world, just make it clear that's what your after and they'll say if they have any or not, if they don't they'll probably either get your information to call you when one comes in, or head you in the right direction to another shelter that may have one.

Like this sounds super awful but if you're going to adopt a cat from a shelter why not try to get one you love? There's a pretty wide range of personalities on cats and it's not like they're saving any less cats by getting the one that they like. Is there something inheritly wrong with adopting a cat from a shelter and returning it soon after? Does it break their little kitty hearts to get so close to having a family and home only to lose it again? Do they seem sadder upon return than they did before?
Or in the event that they don't adopt a different cat after returning the first one then that's still better than them keeping a cat they don't want to take care of. I mean, you gotta love your pets and if you find the nature of their personality to be deplorable or the responsibilities that come with them to be to much isn't it better to just return them than to neglect them?

Yes, you should enjpy the cats personality. If you dont, you wont care for it as much.
My issue is more the fact that people adopt the cat before even trying to get to know what its like. Had they spent 30 minutes or so with the cat, theyd have a (i admit, only a small) idea of what the cat is like.
But a HUGE amount of adoptors dont do this. Most people pick a cat based on looks.
We dont allow same day adoptions anymore for this very reason, but it doesnt seem to have helped much.
We arent bothered by returning the cat because its a jerk. Its when they get returned because they were "window-shopped" and sent to a home before even meeting their new owner.
