There is a very long process to ammend the constitution. It's only been done 17 times if you don't include the Bill of Rights. It's designed to be complicated for a good reason, so the current government can't just willy nilly change it at will.

Well the bill of rights was not 'changed' per se at that point in its orgins. in 1787 The states needed to ratify the constitution when it went into place, only states that ratified it would be governed by it. Most of the stated demanded the bill of rights, and two would not ratify until they were in place. So while not worded as they are in the current document they were going to be put in, but due to the nature of the rules set up by the constitution they would have to be listed as amendments.

Furthermore amending the constitution is very difficult and pretty much the entire country has to be in loose agreement of the change. To prevent an emotional wave causing a split second decision that can have ramifications not intended by the amendment or some small group of crazies from trying to change something. You need 2/3 of both houses of congress to vote for it (90 percent of the time it is a 50 50 split of the two major parties so they would have to agree) As well as having 3/4ths of the states to vote in favor as well. So such a solution is not going to happen anytime soon.

To be fair, he did get pretty fucking far. Very few people in the world have united that much land in Europe (more specifically, Western Europe) under one flag. Really, I can only name two empires off the top of my head, Germany and Rome.
