That's the point though, he's supposed to be stronger than anyone. By quantifying a specific level of strength or power, you defeat the point of him as a character.
If you move him to another universe and consider someone stronger than him there, it's not Saitama you've moved there. As a joke, he's powerful enough to defeat anything or anyone in one punch, literally, no questions asked -- as has been pointed out, and you continue to ignore.
As much as I cringe to make the comparison, Saitama's like a living Chuck Norris joke. He wins, because.

Again, you're straight-up ignoring what we're saying. Saitama is not a "serious" concept, he's a joke. He's less a person or superhero, more a concept personified into a character.
Have Superman fight 'someone stronger than him that will beat him', and he'll lose. Same for Batman, same for anyone else.

Okay, imagine if you had a magic item in some fantasy setting that totally eradicated anything that touched it. It could be a sword, it could be a person, hell it could be a god, so naturally anyone that knows what it is and what it does stays away from it, because it will eradicate them with no question whatsoever, and there's no known way to resist it. The only reason it doesn't destroy the world when it rests on the ground, or the air it's touching, is because of plot holes or plot excuses just to make it work.
Saitama is this object as far as all these universes go. He's a thing with just one rule: don't fight him, or he will beat you (don't touch it, or you will be erased from existence). He's a thing that doesn't make sense, and was written with this in mind, which is why I say he's more like a concept than a person.
He's "I can beat you", not Saitama. He comes from a light-hearted universe built on comedy, which is why he's allowed to have this one overpowered rule about himself. If you put him in another universe and 'de-power' him to not have the rule, then you've essentially erased the fact that you've brought the One Punch Man to a different universe, since now he's just a guy named Saitama.
Take Superman to another universe, but take away virtually all of his superpowers. He loses to some three-times-the-size-of-him street thug, because he doesn't have his powers. "I can beat you" is Saitama's power, which is why any attempt to take him out of his world and put him up against 'serious' figures like Superman turns into a farce.

and? he isnt a serious concept but he has quantifiable feats. that makes him,like it says on the tin; quantifiable. he can be ranked, he can be placed on a ladder. he can be beat.
if he was something like pre rektgon beyonder,ca superman or valiant solar man of the atom, who are truly and utterly unquantifiable, then i would argue that you cant place them together since there cant be an answer.
but as it happens. saitama is just another flying brick. he has physical prowess and thats it. not even a huge physical prowess at that in the large scale of things. its enough to destroy the opponents in his world, who also are only continent level at best. but its not enough to beat someone who quite literally can reignite stars with his eyes.
what next, are you going to start arguing about power levels?

What you're describing is a joke without the punchline. He's not a serious concept, he's 'stronger than you' and you refuse to accept that. By this point you're just keeping the argument going for sake of arguing and wasting time, and I feel like we have enough purple lines on the left to justify that a full conversation has happened.

Take out the Writer's Bias and Fan's Bias, and it's no longer One Punch Man. That's why he's not serious, that's why he's the joke. The fight you're describing, is a joke because you're putting him up against the One Punch Man in an attempt at a serious situation. It becomes a meta-joke.
