Kind of. Modern equipment allows for recording in 1080 60p with no issues. You see this a lot with sports broadcasts.

I still stand by my opinion that the webm was not interlaced and is simply using frame interpolation.

Blu ray is just a disc type. It comes with some restrictions just as DVD does and that didn't mean that in the time of a DVD there were no other video standards, FPS counts, aspect ratios, encoding etc.

Not only that but within some limits (computing power, read speed and available storage space) you can tweak the standard, just like with DVD's.

60p is nothing out of the ordinary. I for one have done 60p work for few years now.
