So? It takes up space unnessesarily. However way you slice it, the amount of space available to be parked at, his been decreased by this action, which was the ostensibly the thing that the mongoloid got pissed off by in the first place.
A bike might've been able to be parked in the space this cart now occupies.

Making something illegal requires consideration, since it went horribly during Prohibition. Making alcohol illegal during the Roaring Twenties was incredibly stupid idea. You want healthy and sound country? Education is where it's at, teach people about healthy lifestyle and encourage it. Make healthy foods cheap and junk/pleasure foods expensive. Illegal substances are something that will cause severe injury or death to user. Example, crystal meth.

Plus, Singapore is tiny country compared to United States of America. Way easier to police. On America's scale, you'll have to adopt an approach that can effectively impact the entire country in long run.

If the government needs to tell you that poisoning your body in sake of entertainment is bad, and you shouldn't do it, and the governments prohibitions make you uncomfortable, before questioning how much freedom you were robbed off, you should really try to understand whether or not you need it in the first place.
And to be honest, substance abuse doesn't impact your freedom alone, where is the fault of the children that grow up with an alcoholic father or mother. They end up scared for life, or worse, become alcoholics themselves.
