Sadly it's true, though I don't know what percentage of grants require this. For example, none of my labmates at my current university are bound by this requirement. However, none of them are funded by the same federal agency as I was back when I did my masters. Even when not required by the funding agency, all proposals still require a section on "broader impacts" that address your commitment to educating the community, and giving preference to minorities and women either as undergraduate research assistants or in purchasing products (usually the former)

I was once called into my adviser's office and told flat out that if I kept buying from Fisher and Sigma, we would have our funding cut. When buying a laptop, for example, I couldn't get it from Best Buy. I bought it from a minority owned company and had it modified by a small business, increasing the price by $650. Glassware couldn't be ordered from Sigma, but from a Chem-Glass, a woman-owned shop. You'll notice that a lot of these minority-owned and women-owned shops openly declare that they're such. It's not to celebrate their success, but to tell people like myself, and also people in industry that this is a company they're allowed to buy from. My other point about giving a black female secretary a "company" is also true. A professor who I won't name was in industry for many years, and told me how they get around this requirement.
