As a Lux main, I kind of take offense to that. You're thinking you'll just stand still to make it easier for me land but I may have cast it further ahead of you because I thought you'd keep running. Ally and enemy movement can be unpredictable at times meaning you aren't going to land every skill shot.
The reason people miss her W is because from mid lane you're usually 1v1'ing and trying to cast it as fast as possible due to your opponent's burst. Typically you don't worry about where you cast your W unless you're running away or want to catch it faster. In team fights you are simply trying to hit as many teammates as possible with it because it doesn't shield that much.
That being said, playing support Lux is the best way to get better with hitting her W due to it being essential to winning trades.

Her Q is extremely difficult to land during laning phase if your opponent simply stays behind their minions. However you shouldn't be missing her E. The hitbox on it is larger than the indicator allowing you to surprise your opponent and the range is further than most other mid laners' spells.

i know its not easy to measure these things, but if we look at war-winning in terms of how many Germans were killed/wounded/taken prisoner, then Russia was doing twice the war-winning that the US and UK combined were doing

Yes, it would be stupid to argue that it never happened, because it did happen. But it would be also stupid to argue that the Canadians did it, because they did not, British troops transferred from Europe did. There was no reason to transfer Canadian troops from Canada when other troops were readily available.

Was discussing it with an american friend and he said more or less the same thing, not knowing that the war started with 3 repelled US invasions of what is now Canada thanks to Major General Isaac Brock although British leadership somewhat crumbled after his death. Looks like US schools don't teach you about that part, probably because of the rather embarrassing defeats, including one where a US militia army fired upon itself and then dispersed before wandering back to the US.

"Brutally lost"? There is a wide consensus that the war was a stalemate, and, in reality, the only 'side' that lost was the Native Americans, who would never again pose a serious threat to the US.
The borders didn't change at all, and do you know why? Because everyone realized that the war was just a stalemate and that since the British had stopped impressment, and since the US couldn't capture Canada (especially since the US wanted to avoid having to deal with veteran British regulars that would soon be brought over from fighting the French), both sides just agreed to end the war amicably. The saddest part of the war was not the burning of Washington (the British also burned numerous towns and cities before that, including Buffalo, as retaliation for the American burning of York), but the Battle of New Orleans, a battle in which ~2900 British and American soldiers were killed or wounded, and a needless battle that occurred AFTER the Treaty of Ghent ending the war had been signed in Belgium.
What should be taken away from the war is that is was really unnecessary and a waste. It was, in the words of Leftenant John Le Couteur: "A hot and unnatural war between two kindred peoples".
