That's not really true. Russia is in the Crimean peninsular to protect the home of its black sea fleet, Sevastopol, not to conquer Ukraine with its task force of 6,000 troops. He's not really out of his mind, but smart in protecting Russia's only naval window to Europe from a politically unstable nation in conflict with itself.

personally i had to look on the internet to find out how to join. my first playthrough i wasn't paying much attention.

Also adding to the fact was that the game never told you how to join the guild. You just accidentally (heck, accidentally for me I mean) killed someone and suddenly, a message pops up saying your actions have been observed by forces unknown. Lucien Lachance visiting you in your sleep was one of the freakiest experiences in the game.

In Skyrim, there was no risk of accidentally joining. You were safe from the DB unless you started the quest to contact them. The problem was that it was so blatantly obvious that the quest would lead you to joining them, so new players could just back off in the middle of it if they desired no affiliation to the guild. There was simply no mystery to it anymore.
