I suppose it depends on what drugs they made legal. There's a distinction between hard drugs and soft drugs, but at the same time, if people want to do it they're going to do it. And realistically, prohibiting a substance only reduces it's use by a questionable amount. But it does create a black market where the substances are of dubious quality, higher price, and now have a criminal affiliation. If I could go to a dispensary and buy drugs, and know that they're going to be clean, I wouldn't hit up the guy on the street ever again. Organized crime wouldn't want to create better product so people would still buy, that just doesn't make sense. They want to sell the weakest shit for the highest price so they can get the most profit. They wouldn't be able to compete with a legalized lab. And even if drug use increased, so what? If you don't want to do it then don't do it, it's as simple as that. If you can't handle being productive and doing drugs, then that's your problem. And at the end of it all I still simply don't believe the government should be able to tell me what I can and can't put in my body. Nevermind the fact that compared to any "soft drug" like marijuana or psychedelics, most legal drugs are far worse. People like to refer to alcohol as its own thing, but by all definitions it is a drug, and it's terrible for your body, and it can lead to disastrous choices. But no one seems to care. Prescription pills are ridiculously addictive, and I've seen more lives go down the drain due to abusing painkillers and xanax than I have any other illegal substance.

Also, I've never heard the device referred to as a shesha or a shisha, not even in fucking taliban land. The guy is just so far off it's cancerous.

In the Netherlands it is called shisha or ''waterpipe'' and I am pretty sure some other countries use a different spelling which makes it sheesha. Never heard of Hookah being from Holland myself , but it is not unusual for stuff to have different names across different countries. There is no need to be mean about it ;)
